When created, Issue Picker fields do not have limitations on issues available for selection in the issue drop-down.
To determine the issues available for selection, see the steps below:
Select > Issues.
Under FIELDS, select Custom fields.
Go to the Issue Picker field, open the three-dot menu > Contexts and default value > Edit custom field configuration.
Specify a JQL query in the Selectable Issue field.
Select a Searching User as an additional filter to determine selectable issues:
Current user: selectable issues are also filtered based on the permissions of the searching user, regardless of the JQL.
Specify the maximum number of issues users are allowed to select. Note: maximum number can not be higher than 999.
