Improvements

1. Optimized UI for project panel sub navigation.

2. Fixed UI for panel sub navigation configuration page.

3. Show level 2 for sub navigations ( if they are empty)

4. Web Links managed in the top navigation should be displayed in the top navigation and addiionally under Apps.

5. Posibility to remove redundant navigation items from Apps.
