Via a Template Selector dialogue.

2. Select Issue Templates.
An opened page displays all the templates the user or instance administrator has access to.

Users can search for templates with the following filters:

(see more Create & configure templates | Scheduler)Create & Link: shows all templates with configured Create & Link buttons.
Search by name: shows templates matching the search bar's value.
Filter by the project: shows templates that match the selected project in the drop-down.
Please note that templates with global context are always shown regardless of the project selected.
Favourite templates
Each template can be marked with a star, distinguishing it as a favourite. User's favourite templates are always displayed at the top of the template list.
Template Selector dialogue
Users can open this dialogue directly from the issue view, eliminating the need to visit a separate page.
To open a dialogue, use the keyboard shortcut ‘g+t’
Users can also access the dialogue via an ‘Issue templates’ button (under ‘Apps’) in the project sidebar.
To enable or disable the button from the project sidebar, go to Project settings → Apps → Issue Templates and use the toggle to set the preferred button display mode. By deafult, the button is always disabled.
